At least not in MD. he can be clocking people by how fast he's going and then estimate how fast the speeder was going by that...(there's some wierd way of figuring it out. But knowing the fact that it's his word against the officers word. And that there is nothing on paper. Carp has the upper hand. cough *go to court* cough.
